Can idle at start up in cold weather be adjusted?

Hi guys, new here, this is my situation, 98 4runner great truck however I live in Wisconsin and in cold weather when I start the truck the on board computer tells the engine to run up to 1900 rpm for a bit ,maybe 20 seconds till it slowly reduces rpm to 1400rpm. As the truck warms up it reduces rpm, can the engine on board computer be adjusted to reduce the start up rpm? I use full synthetic oil and the motor has 155k on it and I want it to last and this start up high rev bugs the heck out of me, thanks in advance. Bill

Most fuel injected engines control the idle via the ecu. I do not have your engine but I imagine that there is no adjustment. My engine will go to 1600 rpms for a couple seconds and then slowly decline.

no you cant its controlled through your pcm
