I can not for the life of me find a link to this part or a part number or who even sales it. If someone has knowledge please pass along.

That's a pretty rare option for early 4th gens, I doubt you find a replacement bumper with that plastic bull bar.

I would start looking for a new front bumper without that option, or bondo and paint what you have to clean it up.

I’ve come to the conclusion that it was a factory option. The part number started with a PT...-.....
And the number is discontinued
 
What are they for?
Can you just remove them?

...and why whould you want these, guess they look like they are used to bump into your parking spot.

Picked up the 4runner a couple months ago. If I take them off there are holes behind them.

The pictures I’ve found show a bar that connects both the black pieces and it’s broken off mine. That’s why there is cracking on the top.

Copy that, its a brush-guard like tube, thats no longer there... like inv4drzm said.
Black tape... 2part epoxy fill and grind it... bondo style.

Would be holes if removed... plug with bolts or get some kind of plugs for it.
