Those rear bumper assemblies come in three pieces, you can find each side plus the middle for sale pretty often, a lot of people sell them after upgrading to some aftermarket bumper.
Yes, they can be unbolted and rebolted, but with the damage to this one I don't know if the mounting bracket, frame or body are damaged. I'd make sure they're okay before you slap a new bumper on there.
