The handle itself does the clicking. It doesn't matter if the cable is connected or not the handle should still click when you pull it up. Another thing to check for but wouldn't have anything to do with your not clicking problem is making sure the bell cranks are operating properly.

There was a thread that pointed out a few differences in the rear brakes between 96-00 & 01-02 that would make adjusting the rear brakes in 01-02 with the parking brake lever not possible. I haven't looked in detail how my rear brakes in my 02 operate but I'm pretty sure when I've tried, it didn't seem to adjust anything. Not a big deal since I use the adjusting wheel but can anyone confirm this?
I could have sworn in timmy's video, they were pulling the ebrake with the button depressed so they could demonstrate the rear wheel adjusters 'clicking'. (and not hear the brake handle click.

You are suppose to remove the bellcrank springs and pull it until it stops. Then adjust the bolt head for an air gap of around 1/32 to 1/16”. (I forget the exact measurement) then reinstall the springs.
Then adjust the cable at the handle if you don’t have the proper klicks.
Have slight drag adjusted on the brake shoes first.

This is correct, I haven't watched the video but it is valid.
You mentioned that you adjusted the brakes after you put the drums on. Maybe you have them tight enough. The self adjuster star wheel mechanism will only work of the shoes are a little loose. If you have them tight enough (or too tight) you won't hear anything from the back. Once things are adjusted up properly the clicking stops.

The 7-9 clicks is for the parking brake handle. If your rear brakes are properly adjusted then it won't click at the adjusters when you pull the parking brake handle.

2002 here. the auto adjuster is different than shown in tim's vid.
i also found the parking brake did not auto adjust the star wheel and i had to do it manually. warning : the manual adjuster works the opposite of what appears in tim's video.
after 15 years i bought the parts to convert to the 96-00 version. works like a champ now!

02 owner here....
Replaced my brake shoes when replaced rear axle seals/bearings, etc a couple weeks ago.
I adjusted the brake shoes manually by turning the star adjuster and it tightened up my emergency brakes perfectly. The e-brake lever used to have little resistance when pulling up and did little to hold the vehicle on any kind of an incline.
I also bled my brake system using a Motive power bleeder working from furthest away to closest.
My brakes actually work really well now and the pedal feels just like you would expect it to.
I did not as once I installed and adjusted the new shoes there was no need to go further as the parking brake lever was working perfectly as in pull it up and it locks the brakes nicely after 5 or 6 clicks.
It was not working properly before I replaced and adjusted the shoes.

I was in a similar situation to psea17 when I got my 4Runner. My adjusters even worked, but still had too much travel at the e-brake handle. The auto adjuster 'click' is very quiet if you up in the driver's seat working the handle.
If everything is good in the back, you may still have some slack on the cable to take out using the adjuster inside under the handle. Just don't use that adjustment to fudge problems in the back. There should be just a small amount of cable slack so that you get max 'pull' on the bellcranks, etc. at the drums.
