Bypass O2 sensors- offroad use only to be legal!
These guys make a simulator that plugs into your harness instead of the O2 sensors.

A few points, though:
1. Yes, this eliminates the dreaded cat codes, such as P0420 and others.
2. Yes, it is adaptive, not just 5v
3. NO, an emissions station is not supposed to pass your on road vehicle IF they see this device. A visual inspection is supposed to be part of the inspection
4. This is for OFF ROAD use only. What does that mean? It means it works, your 4Runner and its computer are happy, but it is not allowed to bypass EPA certified components- when used in an onroad vehicle
I'm not associated with the company in any way, but I have seen it in action. It works. Not all of these "sims" work as advertised.
Personally, after reading about all the people who are spending big money on cats and still not passing due to some overly strict Toyota programming (beyond EPA levels), I would certainly consider trying it if my 4Runner had this problem
BTW, the dual version is the one I've seen the most.
