I just bought my 95 4Runner (V6) and the check engine light came on. I remember back in the day you could jumper something in the engine compartment and it would flash, giving you a code to look up to find the problem. Is this still the case or do you HAVE to bring it in to have the code read? Any help would be great...

I believe '95 is OBD II.
In that case, you have to have the code read, but there are other ways to do that besides the dealer. A lot of auto parts stores will offer to come out to the parking lot and read the code for you for free, in the hope of selling you parts. You can also buy an OBD II code reader at auto parts stores or even Sears; basic ones are around $50.
The OBD port is under the dash on the driver's side. It's someplace obvious - you don't have to remove anything to get at it. It might have a cap on it that says "OBD" or something like that.
