I just removed the nut and those parts, but I still can't get the metal part away from that black plastic collar... and remove those from the panel body

There's a black plastic tab sticking out inside the metal cylinder. You have to push on it to release the two cylinders from each other.

I've been thinking that for a while, so that's encouraging. i kept stopping that route because i started to wonder if I was pushing on that tab too hard.

Yeah, I think the power outlets are a bit different from the cigarette lighters. I thought conceptually they're the same, but maybe not. I'll have to look at mine more closely tomorrow, I need to get them out anyway. If you figure it out first, please post back.

There's a square hole in the metal cylinder where there's what looks like a plastic tab sticking into the hole slightly (part of the plastic cylinder). but it turns out it's not really a tab. This appears to be what keeps the metal cylinder from rotating in such a way that that the square hole slides out of the plastic cylinder.
I give up for tonight. I've spent hours on it, and I need someone else's expertise. I don't want to risk breaking any of the plastic. It's so frustrating because I can see how it works, I can see why a 90 degree turn will allow the release of the plastic cylinder, too.

Ok, I forgot about the nuts and tabs, but you know about that now.
You'll have a hard time pushing those black plastic tabs in from the front opening. If I recall correct, I used a set of slip joint pliers and firmly grabbed the metal insert FROM the BACK. Give it a rotation one way or the other and it will spin and be free of the black tabs. Then it just slides right out.
Just don't crush the tube in the process. I don't think it is very difficult to spin it.

Start with the nut on the back, use 7mm socket to remove:
Now you'll have this:
Look inside the outlet. There are two black tabs sticking into two small square windows in the silver metal tube. On mine, one was already partially disengaged, so only one was engaged. Here is the engaged one:
Here is the one that's already disengaged and rotated away from the window:
I first tried pushing on the tab, but it was too stiff. So instead, I wedged a small screwdriver between the two cylinders to disengage the tab. Then I used a pair of pliers to slowly start rotating the silver tube while holding the outer black tube with my hands. Be careful to rotate the tubes in a direction that will not re-engage the tab on the other side:
Once the two tubes start moving, just slowly work the black tube off the silver tube. Here is partial movement:
And now you're done:
