Changed fuel filter and gas mileage dropped

Hello - I have a 2001 T4R with 135K. I just had new tires put on and along with that, changed the power steering fluid and fuel filter. However since then, I have decreased mileage to 11/12 miles per gallon. It does not seem like there is a leak anywhere. Any thoughts?

same size/style of tires?

dropped down to 12mpg from what? what was it getting before?
and how are you calculating the mileage?

A fuel filter would have no effect on your mileage.
