Check engine constant flash when pulling code

So when I was trying to pulling the codes on a buddy's 92 the check engine light just flashes cinstantly

Good day, my check engine light was on and when I put the vehicle into diagnostic mode, the check engine light kept flashing not stop, no pause nothing, just flashing continuously. The vehicle won't start either.

Its a 1996 Toyota hilux surf
