Cleaning a white '96 Runner with spots

Long story short, there's a white 4Runner in my family that is 11 years old and needs a good exterior cleaning/waxing/polishing.

There are some spots on the white paint that don't come off with regular car wash, no matter how hard I try. I realize they may be permanent by now (my brother never washes the car) but is there anything I can use to try to clean the paint up a bit?

I've read on here about clays and I wouldn't know how to use them (I'm a newb!). I also live in a tiny town and Wal-Mart doesn't have anything but cheap stuff. I want to go to an auto store to get good stuff, but I don't want to go in there and be asked what I want and not know how to answer and get ripped off, especially since I'm female.

Help a girl out! If you had an older Natural White Runner, how would you bring back that brilliant white and shine? I know it's under there somewhere.

Thank you for your reply. I was in Wal-Mart the other day and looked at the Turtle Wax, considered the price, and passed it by. I may give it a try along with some other things.
