Our state already allows for open or concealed carry and just passed a law allowing concealed carry without a permit.
Good on the dude in Seattle. Followed the rules, appeared to be disciplined about his carrying rights, and did what he was capable of doing when it was necessary.

The background checks to purchase a firearm are federal, through the National Instant Background Check system run by the FBI. In theory weeds out prohibited persons, such as felons, people legally designated psychiatrically unfit, people under domestic violence protection orders or who have been convicted of felony or misdemeanor domestic violence, off the top of my head maybe others. States set the rules on open and/or concealed carry, in some states it varies by county.
Speaking of untrained people, years ago I had a lady try to board a flight with a small pistol, new in the box, still in the wax paper, that she had in her purse for a couple years. Never fired it, loaded it and put it back in the box. Literally never fired a firearm before. And in most states, that's within the rules.
For me, i still prefer States to have some sort of training/test for CC license. But then again, in my class a few years ago, i saw an old lady on a motorized scooter who cannot hit the barn even if her life depended on it! I am not sure if she passed but probably did. And she asked really dumb questions too in class. :shrug:
