Detailing Screw Up

Over zealous detailing with 303 now has my powder coated bumper looking like crap. What was once a matte black finish is now a grayish and mottled. Any ideas on how to clean this up? Or is this my bumper's new color?

Rubbing alcohol should work also dawn dish soap.
