NOTE: after my install everything works except for the fog light indicator in the cluster. if you want to add fog lights and don't have those plugs then you'll have to use an aftermarket harness, i can't find any oem harness online for 03-05. Also after I was sure everything worked I did the independent fog light mod courtesy of J.A. Thanks J.A.
Before you start buying parts make sure your 4runner has these brown plugs.
You'll find these tied up against frame behind the corner light.
If you have these plugs then please continue.
Parts you'll need are fog light relay, fog lights, and switch. I bought used oem fogs and aftermarket switch and relay.
For the switch there are 2 versions. 1 for 4runners with auto lights and 1 without. Mine didnt have auto lights.
Tools you'll need are a ratchet with 10mm socket, panel puller or flat head screwdriver and a Phillips screwdriver.
If you made it this far and have everything listed then we can start on the install.
In the engine bay there's a fuse box behind the battery on the driver side, pull the cover and you'll see this
Install the relay and replace fuse box cover.
Next unplug turn signal and remove the 3 10mm holding the turn signal and filler panel in place. 2 of them are easy to see, the last one is hard to see, but easy to feel. Once the 3 10mm are out DO NOT push light and filler panel out.
From the outside slide your flathead screwdriver to gently pry the inner top corner of filler panel. From here it should slide out once the tab is out from the hole
Use your flathead screwdriver to push this tab to free the corner light from filler panel.
Install fog light onto corner light and reinstall connecting all the plugs.
Now for the switch. Remove the 3 screws holding column covers in place. There's 1 on bottom of column and 2 hidden behind steering wheel. You'll see them when you turn steering wheel left to access left side and right to get the one on right. Gently pull straight down on bottom cover and it should come off easily. Tilt steering wheel down to free the upper cover.
Now you'll see the switch, unplug the big white plug under the switch and unscrew the 2 small Phillips screws. And the switch assembly will slide right out. Reinstall the new switch and white plug. Turn on ignition to 2nd click and make sure lights and fogs work. Reinstall covers and you're done.
