Really strange! If it was facing DOWN I would have said it might have been a switch to some lights- A buddy of mine had an old Cougar in which the brights were controlled by a small switch by the left foot.
Facing UP like that it makes me think that it might be a fuel pump kill switch or something of the sorts to disable the car so nobody can steal it.
I look forward to finding out what it really is though.
Edit: Looking at the picture is it in fact facing towards the drivers foot?

Do you have an aftermarket alarm? The only time I’ve seen a button like that, it is always installed in the lower dash or kick panel trim and it has something to do with the aftermarket alarm and getting it in valet mode or having to use it when the battery is dead and the alarm has immobilized the vehicle.

You might be on to something. It links back to a small box called auto-mate. Looks like it could be either a alarm or a OBD tool. Haven't figured out which yet. I don't have a aftermarket fob though.

Yeah it's a aftermarket alarm system.. The button is for valet mode and there is a sinsitivity dial. Thanks for wondering with me guys guess I should of checked it out more before hand. But hey maybe I have remote start!

It's an alarm switch. Recommend pulling it out before it decides you shouldn't be able to start your truck and goes on the Fritz.
Most alarms from the early 2000s are super simple and only intercept the start signal wire coming from the ignition cylinder.

Yep, I’d recommend removing it before it gives you problems at an inconvenient time, like when your battery dies and you’re trying to replace it or jump start it.
I reverse installed/removed an aftermarket alarm & remote start on my 2000 limited, I googled the install wiring diagram from the make/model on the module and traced out the wiring and yes as mentioned above I could see where the start signal wire had been interrupted and routed through the alarm. It took a night after work with some wire, soldering iron, and some heat shrink, been good for the last couple of years....

Would it be simple enough to buy a new alarm and hopefully easily replace it? I've added amps and rewired speakers before but have never really touched the wiring harness in fear of messing something up.

Same here, I would just remove it and let a professional wire a new one in if you want one badly enough. I’ve heard they’re not very easy to DIY for someone that’s not experienced with it. Who knows though.

Besides the fact that basically every 'classic' car has the foot-operated high-beam switch? It isn't some odd thing... (I'm technically too young to know, but I drove a '67 Ford truck in high school / the 90's)
