So I had the car on a lift looking for the exhaust leak and I come across this ... Is the rubber suppose to be split like that ?

nope. time for new sway bar bushings. i'm about to do mine to because they look just like yours.
you can get them from toyota but i prefer to replace them with polyurethane. Wheelers has the kit for like $25

Actually, they are split in that area to allow you to install them. They shouldn't be as far apart as they are, but lifts will do that. If you put in the newer ones it might not be so far apart, but will not be perfect due to the lift. You would need to extend the sway bar links to account for the lift.

I just did mine with the PolyUrethane and man what a difference. 3" lift and 285's and it is back to handling flat on tight turns at speed.

they are made with the slit, but yours are beat...like everyone else said...swap em out for some poly bushings

So they are split for installation ? pheewww lol ............... Sorry I meant I had the car on a lift at a shop lol .... the car isnt lifted suspension-wise

about 10,000 miles ago I changed the end link cause it snapped in half ... anyone else see that ?

Just make sure to grease the bushing when you install them. I did not when I replaced them a few weeks ago. Oh man, you should hear the noise coming from them.
