Does anyone make a reliable program, so that you can get rid of your catalytic converters and not throw an engine code or fail emissions?

To be honest, I don't know. Don't these just output a constant "normal" sensor signal back to the ECM? I would think you lose some performance and fuel mileage since it no longer actively monitors your actual fuel ratio.

Maybe to a certain degree, heres what URD says about them:

URD Rear O2 Sensor Simulators are carefully calibrated to condition the signal from the rear O2 sensor to keep it in the range the ECU is expecting to see. DO NOT USE ON A PUBLIC ROAD OR HIGHWAY ANYWHERE IN THE UNITED STATES.

Note: Be cautious of O2 sims that replace the rear O2 sensor with a falsely gererated signal.

Not sure myself tho, no personally experience. My truck tripped a 420 code after my headers were installed but I erased it and it hasn't returned yet. If it does I plan on going the urd route.
 
The rear O2 sensor is there purely to monitor the effectiveness of the cats. They in no way effect the driveability of fuel economy of the vehicle. The simulator is a resistor of the correct value, telling the PCM that the exhaust going out the back is clean. (cats are in place and functioning)

This is not entirely true, while the majority of the fuel trim IS determined by the pre-cat sensors; the vehicle will reference the post-cat sensors to monitor catalyst efficiency and double check operation of the pre-cat sensors. Depending on how the simulators work, it COULD cause the system to think the pre-cat sensors may not be functioning properly and/or the fuel trim is not accurate; but this is why I was asking HOW they work.
