driver power door lock inop is this common?

On my wifes 99 with 266k the power door lock on the driver side do not work at all and if you try to use the key it will go in but only turn one way so I am thinking it could be a common problem in higher mile rigs and I do have a spare door lock actuator that I got for 5.00 at the junk yard but I almost wonder if it is 2 problems going on at the same time?

Thoughts?

Is it just the ONE door? If so I think the two problems are related, but you need to first see if something is keeping the lock cylinder from turning, then disconnect the rod to the actuator and see if you can move the rod. If you can't the Latch/actuator is bad. If the cylinder still won't turn, then IT is bad. Also you can try the electric actuator with the rod to the cylinder disconnected to rule out a stuck cylinder.
