Good for you to have it back up and running. Id recommend while your going through it and cleaning it out. Make as much slack as possible in all line and fuse blocks and either raise them up higher in the dash if possible or bag them and seal them. I know in my 93 4runner we removed the dash and cut all the factory harness zip ties and re routed when we snorkeled it we moved everything as high as possible. There is a lot of extra wires that can get you higher from the factory. They install them for the most simplistic way possible. Not for staying dry but it doesn't take much to get them to a safe area.

I wish I could answer this... we had a Tacoma in for a diagnosis that ended up being an ECM and Toyota would NOT release the ECM to the customer, even though the customer was paying out of pocket for everything and the vehicle was out of warranty. Even then TAS bent us over backwards before they relented and allowed us to get the ECM for the customer.
I wonder if this weird trade thing had anything to do with that?
I did some digging and I suspect it is less about trade and more about car theft.
By law, in US, automotive makers are required to make v repair parts available for I believe at least 15 years. This is an older law to prevent companies forcing people into new cars by making repair impossible.
But...ECU's control the theft deterrent capability and it could be Toyota is very wary of misuse in car theft.
I work in a field that brings me in contact with international law and I find no trade embargo issue that would impact this. Non existent. Hell, NAFTA makes Canada and US close trading partners with practically no limitations.

Sorry about the confusion due to some law suits going on in the USA that might implicate toyota and the ecu something about vehicals accelerating on their own they have put a stop sale on new ecu here in North America. I really dont know much beyond that.

The ECU is locared on the passenger side of the vehical back in behind the glove box. As far as I can tell with the help of my mechanic so much water was introduced to the electronic components it overwhelmed the ecu and fried it. Alternatively the carpet/underlay soaked the water up and transported it to the ECU causing it to short out.

Ill definitely look into moving my electronic bits further up into a safer dryer area. As for where that offroading bit was/is that picture is taken out in the Bruderheim area.

Since the water was deepest on the drivers side my guess it's the connector inside the luck panel by the drivers door got submerged and xaused the ECU to fry. Add that to the list of things i need to modify to keep my rig alive !
