What the heck is this? It makes a faint buzzing sound after the truck is shut off and I can't figure it out.

That buzzing sound is normal. There used to be a part available to stop the buzz but sadly it is no longer an option. However, if you find it for sale somewhere please PM me, :biggrin2:

does it need to be cleaned or serviced or anything ever? all that emissions crap is foreign to me

again it's the charcoal canister system and there was a piece made to fix the buzzing, but it's NLA .... as for servicing it, there is no maintenance to it, it just fails and you replace it sort of thing, think like an air filter, it blocks dirt until it doesn't anymore then you get a new one....
i'm fairly certain you could just dump the whole thing.... i really want to use that location for a second battery, but have heard there are some sensors that make this an issue....
with that said, drive it till it throws a code, then replace it.
these are used to stop the fumes of your tank polluting the air or exploding your garage .....
