I dont know your level of knowledge on this stuff, so I'll quickly give you a dummies guide to the e-brake. When you pull up on the lever that in turn pulls on a wire cable that goes under the vehicle to the rear axle. At the axle the cable goes to the drivers side wheel mechanism and then across to the passenger side mechanism. The cable pulls on the mechanism which then moves the brake shoes inside the brake drum and gives a braking force. The most common cause of failure is corrosion causing the mechanism to seize up.
With the brake OFF, crawl under the vehicle and look at the position of the mechanism where it goes into the drum. Remember what it looks like. Strum the cable while you are there and note the tension (if any).
Now with the brake ON, crawl underneath again. Is the cable now tight? Is the mechanism in the same position? If yes to both these questions then the lever mechanism has probably seized and it will need to be disassembled, cleaned, lubed and put back together.
If the cable doesn't tighten up then it needs adjusting at the lever in the cabin.
Does that make sense? Both mechanisms seized up in the off position on mine last year. It took me about 2-3 hours to 'reco' them.
