I'm not sure you're out anything. I think that most folks are having the racks re-powder coated and purchasing new hardware that doesn't rust in a week anyway.

My wife hates the wind noise when the sunroof is open.
Similar problems here, missing extra crossbar, some hardware (bolts and rubber pieces etc) and ladder from the first batch.
I would hold off at this point if I were you until they get shipping worked out. The quality issues can be overlooked because of the price but many of us received tracking numbers a month ago for a rack that appears to be sitting in Venezuela with no idea if or when it will arrive...hold on to your money.
Well, went out and bought all the bolts, washers etc. Put the roof rack on. Had to hit the mounts with an angle grinder to get them to fit correctly.
Im not sure what they measured this rack on. I'm pretty sure it wasn't a 5th Gen 4 Runner. It may have been a Volkswagon beetle or a camel. There is a gap in the front I could put a hoagie in on both sides, let alone the front dam that comes within a foot of the top of the car.
But that isn't the best bit! It makes so much noise that I honestly thought Hurricane Irma had come to AZ.
The funny thing is, the powder coating seems to be ok. a couple rub spots on one of the cross members.
Oh, and there was one long bolt. No idea where that goes.
Im scared to death to even attempt to put the ladder on. Im assuming it was designed on a sheep.

Okay, reading this was admittedly pretty funny. However, I honestly don't have those problems on mine. The gap at the front is not too large and while I get some mild wind noise at speed, it's not as loud as my tires or air-conditioning. In fact, I was driving around town with the sun-roof open and while I could hear some added buffeting, it wasn't bad. It definitely gets worse at highway speed but, it's nothing that I don't think I wouldn't get with a Gobi or others. Also, I loaded my rack up this weekend and tried hard to get a rattle or a squeak and couldn't get a thing. This is a very solid rack and if you dig hard enough on this site you'll find plenty of people with problems on Gobi's, Baja and the rest.

Seriously, I would hold off at this point. Quality control issues seem to have gotten more common and shipping appears to be a big issue. I was emailed a tracking # on Aug. 16th that never worked and a new tracking # on the 25th of Aug. and it appears the rack has been stuck at the FedEx facility in VE since then with no ETA.
