ect not working

ive had my 01 4runner for a good while, and until now i never paid any attention to the fact my ect doesnt seem to be working, on or off it changes at the same rpm
my father has a 01 tacoma and i can tell a good difference in his shift spots with his ect on
i was wondering if it could be a fuse (if there is one for the ect), or something electrical
