ECU is not giving ground to fuel pump relay.

I installed a URD supercharger kit with 7th injector piggyback ECU for a v6 '97.
The ECU is not giving a ground for the fuel pump relay. I've checked all fuses and made sure that there was continuity between the relay and ECU. The ECU is getting power as well. The relay is getting before switch power and coil power. It just isn't grounding from the ECU.

I've double checked my piggy back wiring and all work was done with the battery disconnected and the plugs disconnected from the ECU.
I'm pretty stumped at this point.

Yeah that's the part that sucks. I'm not new to installing this kind of stuff, but I am new to the 4Runner. I may end up removing it and seeing if it works. If not I really hope the ECU didn't get fried.

edit: one thing I did notice is that the gas gauge light is on with half fuel showing, I even put more in just to make sure, this was before I started doing some wiring diagnostics. The light still remains on.

I dont have a wiring diagram handy in front of me (its all at home), but are you sure you're tapping into the correct harness for the ECU? I know there are several wires in there with the same color coding to different harnesses, and i remember even seeing multiples of the same color into one plug. I had to really squint to tell which pin # was which.

Normal install of the piggyback ECU doesn't connect to any wires that affect the fuel pump, so my first bet would be to check the wires yet again :/. Also, are you using the correct install diagram for the 7th? I know they vary by year, and federal vs cali models.

I'm matching manual to manual trans version, the colors and pins matched, nothing out of the ordinary. I'll check the federal vs cali thing. I gotta head out but I'll take another look.

Removed the 7th inj ECU. Same story.

Let me back up because I sorta lied. I am not the one that installed the kit, I came in to finish another's work. I put the ECU in, that's about the extent of what I've done. Is there something that could be stupid that I'm missing?

Removed ECU, popped it open, nothing looked obviously broken. Caps are good.
I put it back in and now it starts.
Guess I'm looking at a bad pin or wire.
