Edging at the pump

I have a 98 4Runner SR5 5VZFE 2WD that's been sitting out of commission for a few years. I now have it all back together, running like new but have an issue at the gas pump. If I try to pump gas regularly, gas starts back flowing out the fill tube. I have to barely squeeze the handle, edge it, stop and let it drain into the tank. I'm guessing the air exchange that is supposed to be taking place isn't. Could anyone point me to the part that needs to be changed?

Here's a link to a diagram of the tank and hoses etc., I don't see anything that could cause that issue unless a hose is collapsed.

Maybe those that own a 3rd Gen might have better info for you.

The only thing that I see that could have any effect on that should be the vent pipe.
I'm not seeing any kinks, flat spots or damage from the outside. I'll have to check that it's clear inside the line but It looked like it's going to be a task getting the fill tube cover off located inside the wheel well.
I was hoping by chance someone else here may have had a similar experience.

Pumping gas the way is no way to live... The first 2 fill ups were a mess but I learned if I take my time, I'll get no spills (about 25 mins to fill up)

There is a flap in the fill neck flange on the tank. See pic. That flap could be stuck shut or blocked by something.

Someone in another topic on gas tanks posted the following.....maybe what your issue is.

"I went for over a year with a pinched evap vent hose (Tank to Canister); the effect of which was that filling the tank was a chore consisting of slowly metering the filler hose and having it pop off frequently. I discovered the pinched hose and replaced it."
