electrical issue with brake lights

The brake lights on my 90 runner don't light up when the headlights are on. When the headlights are off they work fine. The taillights light up with the headlights on, but they don't get brighter when i step on the brake. Any one know what the problem is?

with my 86 4runner i have a problem with my back up lights coming on, ive narrowed it down to the wiring in the shifter, when i wiggle the wiring around- they will come on, now i just got to find a replacement lol. Just a thought
