Statistically, I've found that in 100% of cases, things work until the point they break. That being said, in the "START" position, all electrical parts such as lights, radio, etc. shut off so the starter can draw the power it needs. Your problem sounds like your ignition switch is bad. As far as the electrical being out for 20 seconds, that's kind of strange, but could be the contacts in the ignition switch sticking in the "START" position and that is where I would start looking. Is there any clicking of the starter solenoid? Is the battery in good condition?

Start with the obvious, did you check the battery to make sure it's good? A bad battery can still have enough juice to power some of the accessories for a short time.
