Any suggestions on cleaning a engine compartment that has 12 years of Arizona dust and grime on it. And any electrical precautions to take.

While engine is cold, cover any obvious electrical gear or connections, then liberally spray some Simple Green, gently agitate with a long hair brush, then rinse with a light but thorough hose spray.
 
First of all you should remove the battery and electrical connection and then resin with spray and gently rub with a brush.
 
I've always used Gunk Engine Degreaser. Just go by directions on can with a warm engine. I've never covered wires or took out the battery, just don't spray tons of water on them and let it dry before you start it. The shop I go to always comments on how clean the engine compartment is so it must work pretty well.
