Engine won't start, horn blows when key turns

Hey,

New user here, so hope I found the correct category.
We have a 96 4runner. It have been standing not used over the winter, as we needed the change a brake switch/interrupter. When we now put a new battery in it to start it up, it would not start, nothing happens in the engine when I turn the key. But both when I turn the key, or turn on the lights, the horn blows.

What can this be?

Well, after doing more research I've been spending all day looking for the valet switch, with no luck. It is an astroflex alarm/remote opener system.
I can see a red cord run from the box and to underneath the carpet. But no button on it, just the are wire in the end.

We do not have the remote control.
How do I disable the alarm?

Tried just pulling the cords from the alarm system/remote key system. Now the horn dosent go off, but engine still dosent turn.
