Evap valves?

Hey guys I was wondering what these valves are supposed to be connected to?

My Haynes has a diagram with an arrow that looks like its pointing to the pieces you're questioning and calls them the Trottle Postion Sensor or TPS. Further descrpition is not provided by the book...
 
Page SF-33 of my '99 FSM describes the process for cleaning the throttle body. The instructions state: "Using compressed air, clean all the passages and apertures." The illustration clearly shows a compressed air gun applied to one of those capped nozzles. Other than that, they are just shown capped and I have found no other mention of them. Therefore, I believe they only exist as clean-out ports for the internal TB passages. Mine came capped from the factory. That's my story and I'm sticking to it until someone comes up with a better one.

I took that picture off the internet because it was convenient. I believe its a 3.4 motor in a 1st gen hilux pickup.

so is it a good idea to blow compressed air into one of those as part of a throttle body cleaning ?
