Excessive roof rack vibration

I recently installed a roof rack on my 4runner and that thing vibrates like hell, its driving me crazy. I even put rubber pads between the rack and rail and it still does it. any ideas? I think it may be because the whole bottom of the rack is all mesh with no rails to keep it solid so the rails from the 4runner sit inside so the rack doesn't have enough support, stays spongy. Any one else had this problem? Any ideas? Thanks

Put your spare tire up there tie it down. It will stop the rattle.
