I doubt you will notice any performance issues, but you're probably leaking exhaust where you shouldn't be

probably the only fix is to disassemble and replace but those bolts/nuts are going to be a fight seeing how much they are rusted. I've never seen exhaust bolts that aren't so badly rusted they don't need to be cut out

I did exactly that. It wasn't so much of a fight. These were studs that were corroded beyond imaginable. I just knocked both of them out with a hammer. It looks like there was no clamping force whatsoever.
