Exhaust manifold replacement

My '04 4Runner has been serviced by the dealer since day one. I've paid lots of $$$$$ to keep my car running tip top. I have about 85K miles on the car.

I recently got the VSC Trac + VSC Off + Check Engine Light off.

Dealer diagnosed the following

- Would need to replace the left side exhaust manifold.
- Part $697
- Gaskets and hardware $60
- Labor $472 @ $108 per hour.

Questions to everyone

1) I just passed inspection last month. How can this show up all of the sudden? Didn't they check the catalytic converter back then?
2) Am I being robbed by the folks at Smithtown Toyota? :dammit:
3) I've tried to do the battery reset a few times... However... once I switch to "D"... the VSC Trac + VSC Off lights come up. No more engine light though.
4) Should I just drive the car like this? Just got back from a multi state trip w/o any issues.

Thanks in advance for any responses.

BTW... An O2 sensor was replaced about a year ago. Same lights had light up back then.
