finally caught this noise on camera - help with diagnosis?

my 98 has been making a strange noise, but its been hard to catch on camera because it doesnt happen often, and i was never able to associate it with certain behavior.

at first, i thought it was some suspension components rubbing together, but i dont think thats the case. if you listen to the video closely, there is a whining/whirring sound (occurs at :02, :14, and :18 seconds). if i press the brake pedal during this time, the louder grinding sound occurs. this only happens when travelling at very low speeds (5-15 mph), and i feel a grinding, choppy vibration in the pedal. it immediately stops when i let off the pedal.

i have recently replaced drums/pads/rotors/shoes (last 10k miles for all of the work), and it never happened shortly after all components were replaced. it probably started around 3k miles after they had been installed.

would anyone be able to give me some suggestions on what it could be?

Rock guard touching edge of rotor maybe - if so bend it away a bit. Luck and enjoy the Runner.

Do you hear it coming primarily from the front or the back?

If it's not the rock guard rubbing, perhaps taking the wheel off and checking both of the front rotors for any signs of damage might be a good first step. That grinding noise doesn't sound great, and I imagine their may be some visual signs in that general area of what's causing it.

Brake pads aren't seated properly? The rotor isn't seated properly? Maybe the calipers are getting seized up somehow? That doesn't address the whirring noise that you hear, but I would check the area you feel the sound is coming from for the visual signs first and that may help isolate the issue

its definitely from the front, and ive checked the rotors/rock and i dont think its the problem. the calipers could be getting seized, but im not sure how that would cause the whirring noise.

thanks for your help anyways, will have to investigate further. im thinking maybe it could be master cylinder/brake booster related? but im not too familiar with these components and if it could cause a noise like that.
