Yes it is off-road capable. And I find the braking and steering to be fine, especially with the lift. Stock wise though there is room for improvement.

It's absolutely offroad capable. There are complaints about the braking (nose-dive) and handling on the SR5 vs. the TE or Limited, but my opinion is that it is a real SUV and shouldn't be expected to drive like a crossover or a car. It's a different feel at first as many vehicles are on initial driving experiences, and you just get used to it by driving it. The OEM tires, especially the Dunlops (vs. the Bridgestones) are suspected of contributing to some strange handling issues. Mine doesn't have the Dunlops. I'm very happy with my SR5 and have no real complaints as of yet.

Pure highway, you'll see 23mpg or so. I don't have city experience. Cold weather and a short commute does a number on my fuel economy, though.
Highlander is unit body and front wheel drive biased, much like the Exploder. They'll generally have a better ride on the road thanks to fully independent suspension on the front and rear instead of only the front like the 4Runner. Neither is something I'd take on more than a somewhat maintained logging road. Fuel economy should be similar between all 3. They all have about the same power, same weight, and same aero.
That is where you put your extra spotter!

If you want comparisons to those "wanna-be's", see consumer reports. LOL
We had a tiny little Jeep Liberty. It was an 04 so it was before they redesigned it and appeared to have made it bigger. It had a 3.7 liter engine and we were lucky to get 16 or 17 mpg around town and anything more than 21mpg on the highway. The T4R has given us so much more space and has a larger displacement engine. I haven't done the true math on the mileage yet as far as filling it up and dividing the gallons into the number of miles driven, because I figure I'll get it broken in first. But, if the little mileage computer is anywhere close to accurate, we are getting way better mpg than our Jeep got and even what is posted on the window sticker of the T4R. We drove it to the beach last weekend - 3 hour trip, I filled it up, reset the computer, and when I got there, the average mpg shown was close to 26mpg. That was mostly highway driving at around 61 or 62 mph. I couldn't be happier about that.
