flip out ashtray thing doesn't flip?

WTF?!?! My little ashtray thing does not open at all. I've tried pushing, pulling, prodding, coaxing, and everything else you could possibly think of. Does my 4runner not have this option or something? I'm referring to the area directly below the HVAC controls.

it's not an ashtray, it's really just a cubby, but you it should pop open when you push in at the middle top. At least that's how mine works.
