Flooring to redline

To put a finer point on it - using the engine up to redline is perfectly safe. If you want your engine to last, make sure it is fully warm when you do it. That doesn't mean the temp needle is at the middle, fully warm takes about 10 miles or minutes of driving, at least (more in winter, of course). It takes a while for the oil to get up to operating temp...

I agree 100% with this. I know my 4runner will not let it rev above 3krpm-ish until it warms up a bit. It is for this very reason.

Check your throttle cable... you may not actually be getting full throttle. It should be quite easy to get to 3500 rpm, even with ECT in the normal position.

Throttle cable is tight. I removed the intake tube and verified the throttle opens all the way when pressing the gas pedal down. ECT on and it shifts a couple hundred rpm before redline.

If you 2000 has a TV cable going to the trans check that as well.

I thought that might be the culprit when I first bought it. I adjusted it and got jarringly firm shifts but no change in shift points. I'm not sure about earlier years of 4Runners but 99-00 the cable only adjusts line pressure.

EDIT: I went on a test drive yesterday. Reached engine operating temperature in 5 minutes then proceeded to try full throttle pulls. Vehicle was still shifting between 3000-3500 rpms with ECT off and close to redline with ECT on. After about 15 minutes of this (20 minutes into test drive) it finally started shifting during full throttle pulls at around 5000 rpm's with ECT off. My assumption is since my commute is 10 minutes if I hit every stop light that I never met all the transmission fail safe requirements to allow higher rpm shifting with ECT off. I feel pretty stupid for not testing this out before.
