Fog Light Upgrade

I've tried searching, but I failed to find a clear thread that discusses this subject.

I'm looking to upgrade my OEM fog lights on my 2002 4Runner.

I first upgraded the halogen h3 bulbs to 3000k bulbs.

My next upgrade was to LED 3000k bulbs.

I found that the halogens are much brighter than the LED's.

Is there an h3 kit out there that I can plug and play or do I need to go another route to get a brighter output??
