Fog lights don't work. Any help?

Ok, good. That matches with what TheDurk posted above, though looking at his description I'm not so sure it is 100% correct (he usually is! I'm questioning myself now).

The relay clicking means your fog switch and power for the coil is correct.

Now you just need to solve the "FOG" power. Check for 12V at one pin of the FOG relay. It should have power all the time (don't know which one, but only one should have power). Check the FOG fuse with a multimeter.

The non-DRL version of the circuit is very simple. That's about all there is to it.

So checking the relay socket with the lights off top left shows ground, bottom left ground, vertical pin on the left side shows nothing, and ground on the right vertical.

When you say "shows ground," does that mean you have continuity to a known good ground?

"Shows Ground" how? If it is with the continuity setting on your multimeter (beep!), that is likely just fine. The 'non-ground' pin should always have 12V on it. The coil 'input' (12V signal) side will be semi-grounded through the relay coil, which can cause a multimeter to 'beep' in some cases.
Did you check the FOG fuse and for power at the connections there?

99 4runner no Bueno

New fogs New relay New stalk. No lights. I thought it was an easy plug and play type deal yet I'm lost. When I turn the fog lights on at the stalk my high beams go on. Oh the humanity. Any help would be appreciated.
