Scrubbed down the whole frame and removed all the surface rust and loose paint, then sprayed the whole thing bumper to bumper with rustoleum.
Then I came across this, this is the only spot with holes and by far the worst area. Right where the rear axle lower control arm bracket attaches to the frame. Can this be patched and repaired? If so what kind of price would be fair - ballpark?

Is this area so bad because it's so close to the muffler? There are heat shields above this spot against the body, but nothing on the frame, which is closer than the body is. Is the paint cooking off, or coincidence? I really don't want to buy a fourth 4Runner and transfer everything. Plus it'll get harder and harder to find less rusted frames. Any help is appreciated!
