Frame with surface rust - best things to do?

Yesterday had my 97 Limited in shop for ball joint replacement - while it was on the lift I checked the frame and the welds from where right rear lower control arm lobe broke free in 2013.

Welds are good - rest of the frame is solid but has surface rust.

What should I do to preserve it?

1. Remove rust

2. Clean area

3. Prevent future rust

Wire brush with drill, then apply rustoleum on bare steel.
