Front axle dust cover with holes

I recently discovered I had holes in my front axle Dust covers . See pic.
I had two BRAKE jobs over the years at MIDAS as this car is 10 years old now. And basic lubrication fluid changes services at TOYOTA service center. nothing has ever been required to be replaced or serviced on my axles or wheel bearing.
I am just trying to figure out who would’ve had the need to remove the dust covers and use the improper technique to remove them and then damage the covers.
What do you think?

My guess is that it's from the Previous Owner having the CV axles replaced. One of mine looks like that from accidentally punching it with my pry bar during a CV axle replacement. I just put some JB weld on it and been running it.

I bought the car new, so nothing has been done except to break jobs and all the fluids replaced and lubricated at 100,000 miles. It has 130,000 miles on it now trying to keep it running 10 more years . It’s a 2014 ST5

I had one that looked like that after the dealer replaced the needle bearing.
