Front bumper sagging

I recently noticed that my front bumper is sagging slightly on one side. When I pull up on the sagging side, it makes a clicking noise. After examining it more closely, I believe that I am missing a part on the underside of the bumper (close to the wheel) that is holding it firmly in place. Has anyone experienced this problem or know what the part is to fix the bumper? (Sorry I know the description is kind of vague)

There is a bracket under the wheel well plastic cover that keeps it solid. A lot of times this is missing after someone repairs a wreck. No other reason to pull it.
