1998 Limited Front Bumper Removal

I am replacing the front bumper on my 1998 Limited. I haven't attempted this before so , therefore the question . I watched a dudes Youtube video ( his model has no flares ) and was as simple as the 2 bolts on each side ( in front of the grille basically ) . Poof his popped off .
When I duplicated this , poof , mine didn't come off and its hard as hell to see exactly whats holding the thing on by the flare pieces . Do you have to remove the flare piece first ? Whats hiding up in that area under the inside fender well piece ? I can see a couple of different bolt / bracket configurations , all nicely coated in 27 years of rust

I just swapped my dented chrome bumper and valance out for a black bumper and valance and it was just two bumper bolts on each side and a weird fender bolt on each side.

Is that weird fender bolt the one you access through the hole in the inner liner thing ?

There are two rubber isolated mounts on each rear corner (front of wheel well, top of bumper), the two turn signal plugs and the bolts for the main bumper mounts (two on each side). The bumper mounted flair extensions should come off with the bumper.

Wiggle it and feel where there are still fasteners remaining...
