No, the bumper was built around it. And Hyde is right, don't even think about winching until you've got six bolts in there instead of two. Better yet, pull the bumper and plate the crossmember first.
The winch plate is also welded to one of the horizontals, so it's pretty heavily reinforced in my opinion. All the force would be pulled directly inline with the main frame rails. Nothing is attached to the weak front crossmember on this bumper. You couldn't even reinforce that crossmember more than this bumper reinforces itself with an the gussets.

You could also take advantage of the two inner threaded holes and have 8 points of contact instead of 6
Yep we get that...you have mentioned being a welder in a few posts....I've seen the reinforcements people have done, usually out of 1/4" plate. I'm not saying they can't be reinforced well, I'm just pointing out the way this bumper is mounted to the side rails, it's essentially another front cross member. Only made from double stacked 1.675" tubes gusseted to the base and the stinger. ...
I've learned quite a bit of metallurgy being a welder, and the strongest welds are the ones that can maintain the same strength properties of the base metal. So when welding to code, there can only be so much reinforcement on the weld area. Making it too strong in one area creates a stress point that focuses the stress instead of spreading it out. Metal gives, and taking out any source of give can cause it to crack under stress instead of stretching. The difference between cracking and stretching of the metal is pretty obvious of the outcome on a bumper. So that's kind of how I'm looking at it.
