Front passenger seat recliner handle removal

In the middle of installing seat warmers and I'm stuck on removal of the outer plastic panel because I can't slip it over the recliner handle. Is there some way to remove that handle from it's metal arm?

Searched through the 8954 pages of the Repair Manual and found it. Still not easy to get off.
