front seat belt twisted

The drivers seat belt has a half twist between the shoulder harness and the retractor. If I could remove the shoulder harness anchor mount on the B-pillar I think I could do a half twist, but do not see how to remove the cover to take the bolt out. There is a cover there with a button on the side to adjust the height but no small cover to remove to get at the bolt. It is a 1999 SR5.

Can't you just do a long diagonal fold on part of the belt and run it through the top anchor? This is what probably happened accidentally in the first place. I doubt it was assembled wrong in 1999.
