Funky headlights?

Our 4Runner is brand new to us this week. We've noticed that the headlights while on low-beam do not seem to be effective at all above a level line-of-sight.

Fine and great if you drive on a level surface... but here in Western NC, flat is a rarity.

Today we had the car at the dealership for a few things, and asked them to adjust the lights. They CLAIM they did, but I'm not noticing much of a difference.

Is this a "normal" Toyota thing? If not, how can you be sure you haven't just gotten used to yours?

A coupla girls in the office that also have 4Runners say that yes, they noticed it when the bought their cars new, but have since gotten used to it... and they also have their fog lights come on whenever they turn on their headlights.

Are the headlights or the housings for them adjustable?

Thoughts? Ideas? Suggestions?

Yeah mine are pretty low too. I've been thinking about messing with them, but I figure the problem will go away when I lift mine and get rid of the rake. There should be little flathead type screw heads near the headlights. Find a wall (like ur garage door) pull up close to it when its dark, and adjust to your desire. Just be careful, just because you can see better, doesnt mean the people coming in the opposite direction can see with your new beams in their eyes.

upgraded headlights with HIR's

I recently upgraded my high beams with HIR's and I think they are amazing, the literature says they are a 70% improvement, while staying in the legal wattage range.

Toyota always aim there lights low on their truck, you can always adjust them yourself. The H11 bulbs on the projector light are pretty weak too. I change mine to HID and they made a world of difference.
