fuse box clicking

Got a new battery and it still won't start. Got a new fuse (the one that was clicking) and it was still doing the same thing. Still having all the same symptoms. Any help?

i have a toyota solara 2000 v6, 4 speed automatic and i believe this may solve my problem. My mechanic found the switch with the cylinder but it is $170 cost and may not solve the problem. do you know where to buy it and the exact name (i.e. key sensing switch) i thought it would cost under $40

my mechanic says 50/50 chance. he thinks it is maybe the computer - very expensive.
