Gates idler pulley bushing

Hey guys, my truck started whining a few days ago. I tracked it down to the #2 idler pulley. Got a gates one to replace it. It came with a bushing to make the bearing inside diameter smaller. My question is how is that bearing supposed to go in? In between the bolt head and front of the bearing or in between the back of the pulley and the block? Pic attached

Just an update for those who undertake this in the future. Putting the spacer in the back worked but the belt rode very close the the edge. I remounted the pulleys with the spacer on the front and did not reuse the large washer since the new bearings are sealed. The belt alignment is much better this way.
