I'm also interested in picking up a set of H.I.D.'s for my 95' with stock housing, though I'm curious about whether or not they'll alter the beam pattern/scatter and I'll be glaring out all of the other motorists.

Yes, there will be glare.

You might want and try to find someone who has put them in a '95 to see how bad it is.

You can always aim them down.

HID retrofits normally work if the car has projectors or the like. Projectors focus the beam pattern much better . I think with the stock housing of say a 95, it will just put a lot of glare and the beam pattern wont' be focused at all. We would allso lose the High beam function

i say add some fogs or driving lights

if you go to roundeyes as stated above they have some literally plug and play H4 's for 109 for the pair.
I put H4's on my bug and they are very bright.

they light up the street perfect, and will give you a headache if you look directly into them. also DOT approved.

Pretty much every HID company makes a Hi/Lo H4 kit. If you get a Hi/Lo 35 watt kit from DDM it would be like $50. Pretty good price in my opinion.
